The American Rescue Plan Act (ARPA) included $350 billion in pandemic-related aid for state and local governments. Vermont is receiving more than $1.25 billion of Coronavirus State and Local Fiscal Recovery Funding from ARPA. While the legislature and the governor will determine how more than $1 billion of that funding will be spent, Congress directed nearly $200 million of that funding directly to Vermont’s cities, towns, and villages.
Peacham is directly receiving $214,000.
Key objectives of ARPA funding:
- Fight the pandemic and support families and businesses struggling with its public health and economic impacts
- Maintain vital public services, even amid declines in revenue resulting from the crisis
- Build a strong, resilient, and equitable recovery by making investments that support long-term growth and opportunity

Come join other municipal leaders and local ARPA committee members in the Northeast Kingdom to talk about opportunities for using ARPA funding to make forward-looking investments in your communities. Learn about projects your neighboring communities are considering and ask questions about project eligibility. The final rule includes big changes that will greatly impact every Vermont town, city, and village, in every Expenditure Category, with the biggest impact being in EC 6. Revenue Replacement.
Katie Buckley, the Director of ARPA Assistance and Coordination Program for the Vermont League of Cities and Towns, (VLCT) and Northeastern Vermont Development Association (NVDA) staff will lead the discussion and help answer your questions. Bring all of your ARPA questions and please feel free to share this with your local ARPA committee or someone from your community able to attend.
